Voucher Spread™

ZIP-level gap between HUD Small Area FMRs and actual small multifamily rents (FMLS Residential Income) in Georgia. The National tab is SAFMR vs ACS rent and opens the housing-market hub. Spreads publish only where samples clear a minimum.

What it measures

HUD publishes Small Area Fair Market Rents ZIP by ZIP in mandatory metros — Atlanta, Augusta, and Chattanooga among them. Those figures are the Housing Choice Voucher benchmark, not a rent survey of 2–50 unit buildings.

Voucher Spread™ puts the official FY2027 SAFMR next to FMLS Residential Income unit-type medians (full-year market and trailing-12 closed) where samples are large enough to publish.

Spread = (SAFMR − market median) ÷ market median

  • Positive — federal standard sits above the private median (common on 1-bedrooms in several core ZIPs).
  • Negative — private rents sit above the voucher benchmark (often 2- and 3-bedrooms in the same ZIPs).

The inversion in ZIP 30314

In30314 — Vine City / Ashview Heights / Washington Park— a large share of Fulton’s active 2–50 unit inventory — the FY20271-bedroom SAFMR sits well above both 2025 market and trailing-12 closed rents. On 2- and 3-bedroom units in the same ZIP, the private market sits above the federal standard.

That unit-type split is the story. It is not a metro-wide average and it is not a county FMR. It only shows up at ZIP + bedroom count on the small-multifamily layer institutional reports skip.

HUD Small Area FMR

Official ZIP-level benchmark. Published for every ZIP in theSAFMR directory.

PHA payment standard

What the local housing authority will actually pay. Usually 90–110% of SAFMR. Always verify with the PHA.

Private-market median

Observed rents on FMLS Residential Income (2–50 unit) listings. Used for Voucher Spread™ only where the sample clears the minimum.

When we will not publish a spread

  • Official SAFMR: every ZIP we store, every fiscal year.
  • Voucher Spread™: unit-type sample ≥ 5, plus a 1BR sanity floor ($700 and at least half that ZIP’s 2BR median). The $4,500 rent-cap clip is not published as a 3BR median.
  • Thin ZIPs get the federal schedule and a note — not a fake percentage.
